Illinois Medical Board Licensing Information and Updates

The Illinois Medical Board's licensing process is typical of the process for the majority of other medical boards. The Illinois Medical License process has a few unique requirements which separate this medical board from the others. The first is the requirement that all Foreign Medical Licenses be verified directly by the Medical Board in the Foreign Country. Only a handle full of boards require this. The other unique issue with the Illinois Medical Board is that they have put extensive barriers between themselves and the the Physicians. It takes an act of congress to get through to the Board to discuss the Physician's file. Wait times of 1 hour or more are common. To further exacerbate the process, Illinois takes 3 to 6 weeks to process any incoming mail. Therefore if your Medical School in India sends the AF-Med,  Ed-NON, and transcripts to Medical Board next day air, the Illinois Medical Board will not know that they have it until 3 to 6 weeks later. This can artificially delay the licensure process. Illinois, like Michigan and New York have a central mail processing center for the State Government. A wonderful example of government efficiency at work.. Here are the basic certification requirements for the Illinois Medical Board.

 
All Applicants:
1 -Medical School Transcripts (Can be sent with the Application)
2 -All State Physician Licenses
3 - Internship/Residency/Fellowship certification Forms
4 - All National and State Board Examinations
5 - All College Transcripts (Can be sent with the Application)
International Applicants:
6 - Foreign Country Medical License certification Form
7 -Medical School Forms (Can be sent with the application in an sealed envelope) 
8 -ECFMG CVS Report (Foreign Medical School Graduates)

For a Physician to be qualified to apply for the Illinois Medical License, there are a number of Educational, Examination, and Training Requirements in place to insure that the Physician meets the minimum qualifications deemed by the Illinois Medical Board to practice medicine in the State of Illinois. They are as follows:

Educational, Training, and Examination Requirements: - All applicants must have 2 years approved PGT if completed after 1987. - 1 year approved PGT if completed before 1988 - Must of passed all 3 steps of USMLE in 7 years (exceptions can be given) - Must of passed all 3 steps within 5 Attempts (total) - No SPEX Requirement

Unfortunately, the Illinois Medical Board does impose some certification requirements which can be very prohibitive to Physicians who graduated from an International Medical School. They are as follows:

1- All Foreign Medical Licenses have to provide certification of Good Standing for the Physician

2- The Medical School has to complete 2 forms and provide an original transcript for the Physician.
 

The first issue, Foreign Medical License certification, can be the most difficult to overcome. Many Foreign Countries and their Ministry of Health will just simply ignore the request for certification. This then entails the physician having a friend or family member travel to the Ministry of Health to personally force them to complete the form or provide the certification letter. Once obtained these can be shipped to the Physician who can then forward it to the Illinois Medical Board.

The second issue, Transcripts/ED-NON Form/ AF-MED Form, can be more difficult. The ED-NON form is a Clinical Clerkship evaluation form. The amount of detail which the Medical School Representative has to complete in English can be overwhelming to the staff member of the School. As such many will refuse to complete it. Mistakes are often made in the attempt to complete the AF-MED and ED-NON. When this happens it entails a further delay to the process.

08/13/09   Government Run Health Care - How will it impact Licensing?
The best indicator of the future is the past. Know the past and you have a window in the future. The same is true for Government Run Health Care and Licensure. Because the USA is a Republic with the States having Sovereignty over their borders, there will never be a national license program which replaces the State Medical Board's process. Each Board will continue to "reinvent" the wheel. What we will see is an additional permit/license which will be added to the already exhaustive list of permits/licenses which Physicians need to practice. These include but are not limited to:  State Medical Licenses, State CSR/CDS Permits, NPI #, DEA #, Medicaid/Medicare #'s.  We expect to see a process similar to the Medicare Registration Process with multiple 40+ page applications, addendums, and billing setups for any new Federal Program. Included in this will be practice agreements which the Physician must agree to abide by in essence allowing the Federal Govt' to dictate to them what services they can offer and to whom. Govt' never goes from complex to simple. It always grows from simple to complex.
 
08/10/09  Puerto Rico Medical Board - loses 80% of Applications for pending applicant

MedLicense.com has decided to no longer accept contracts for the licensure process for the Territory of Puerto Rico. On a current client, the physician had to fly to Puerto Rico because the Medical Board is not accepting calls or responding to emails to check the status of his application. The Board informed him that they were in receipt of only 2 Applications of the 12 which had been sent to them. We provided confirmation and delivery receipt to the client which he then provided to the Representative at the Puerto Rico Medical Board. The response... " We don't have them ".  Until the PR Medical Board comes under new management or changes their mail system, we are not going to accept new contracts for Puerto Rico Licensure services.

 
08/10/09  Medical Board of California -  Furloughs due to budget deficits

Physicians now have a 4 months wait for the Medical Board of California to review applications once submitted to the Board. This means that the licensure process for California will now run 4 to 8 months depending on the physician, "yes" answers to the application, and the educational back ground of the physician. There is nothing that can be done to expedite the process for California. When the Medical Board is the issue all you can do is work within the constraints presented. The key to California is to make sure that everything is delivered a month or less before the Board reviews the application. Applications sent too far in advance of the application being reviewed can be lost by the Medical Board of California which results in delays. It is all about timing. 

As of this Summer, California is required to have a mandatory Furlough 3 Fridays a month. This has further added to more delays.

05/01/09  SPEX Study Help - From a Physician who Passed the SPEX

 The text book is published on a yearly basis. The SPEX test is 75% Internal/General Medicine with the rest touching on Ob/Gyn, Psychiatry (Drug Treatment), Dermatology, & Surgery. Our client informed us that the SPEX test is almost a carbon copy of the NBME Part 3 Examination.

 
03/26/09  Medical Board of California - Desperately in Need of a Bailout
The Medical Board of California is currently working on mail received in November 2008. When an application is submitted to the Medical Board of California, it will take the Medical Board of California 4 to 5 months to assign the application to a Licensure Analysts. This means that the average licensure time for California is now running 4 to 8 months. Still not the worse in the USA but quickly approaching. The Arkansas Medical Board still holds the #1 spot in this category. 

In the Summer of 2008, major staff re-assignments caused the California Medical Board to become backlogged. Funding shortages with the State of California have now forced the work week at the Medical Board of California to be reduced 1 to 2 days a week. It is apparent that the length of time it takes to obtain a California Medical License is only going to lengthen in the near future.

10/17/2008  Using another Licensing Company and Not Happy? 
Today I received another call from a Physician who had contracted with a licensing company in Florida and was not happy with the service he was getting. They are handling (miss handling) the State of Nevada for him. Nevada is a problematic State which requires an unusual amount of labor. We average at least one call a month from Physicians with the same problem. When this happens and they decide to fire the licensing company they are using to switch over to our firm, we instruct them to simply fax a copy of their application to us along with a signed authorization allowing us to begin the clean up process with the State Medical Board.
 
09/24/2008   MedLicense.com has license issued by the Virginia Medical Board for a Physician in 22 days.

We received a call from Dr. Williams on 09/01/08. She was scheduled to take the Board Certification Examination for her specialty the first week of November. She had to have a full-active license in place by that date. We expedited her process and put her into Virginia Medical Board for this purpose. Through our efforts and guidance she was issued the full unrestricted license yesterday. 5 weeks in advance of her dead line. 3 weeks after the start of the process.

 
09/23/2008  Major Changes with the Medical Board of California

The Medical Board of California is going through some significant changes internally. The recent re-alignment / re-shuffling of physicians between  the licensure analysts has caused our clients some major head aches. We have had to re-request all of the Applications for one of our clients because California cannot locate the Applications which were confirmed as being sent to the Board by the various institutions and schools. They have changed the analyst twice on this  client. The client is now in route to Sacramento, CA today to meet with the Board to try to convince them to search their mail room to determine where his Applications have been placed. We do not know how long it is going to take the Medical Board of California to sort their internal issues out but hopefully it will be soon.

 
Other Licensing Company uses  MedLicense.com's name in its' Title / Website  06/13/2008

A licensing company based in Tallahassee, Florida is currently publishing web site domains listed under the MedLicense.com's name. They are simply placing the State name in front of MedLicense.com in an attempt to steal/deceive potential clients from our company and confuse our past clients into signing with them. Please be aware of this unethical practice.  We are currently in discussion with our attorney to determine if this is in violation of our Registered Trademark.  If so then legal action will be taken against this company. There is only one MedLicense.com. We are the recognized leader in Physician Licensing.

 
Washington Medical Board Rule Change - Puerto Rico Medical Examination 09/2008

09/23/2008 - Rule Clarification concerning Physicians who took Puerto Rico Exam instead of NBME/FLEX/USMLE.  Washington State is now only taking the Puerto Rico Medical Examination if it was taken on or before 10/30/1993. Any exam taken after this date will not be accepted. This coincides with the advent of the USMLE in 11/1993. So if you took the PR Exam pre-11/1993 then you can apply to Washington State. If you took it after 10/1993 then you will have to complete the USMLE series.

 
Licensed Issued by the Indiana Medical Board in 13 Days by MedLicense.com!

License # 01064513A was issued by the Indiana Medical Board on November 1st, 2007. The Application was shipped to the Indiana Medical Board on October 19th, 2007. The medical license issued was a full, unrestricted license. This was not a Temporary Medical License. The Physician needed the medical license within a certain time frame. MedLicense.com was able to provide the services necessary to have our client's file filed and the Indiana Medical License was issued well in advance of her required deadline.

 
Florida Medical Board - Florida Medical License

The Florida Medical Board recently changed their approval procedure (06/2007). Because of this licensure times for physician applicants with the State of Florida has decreased by 30 to 45 days. We recently saw the result of this with the approval of license # ME 99495. The application was submitted to the Florida Medical Board on 06/01/2007. The Applications were requested on 06/03/2007 (11 total). The final certification was confirmed as being received by the Florida Medical Board on 06/18/2007. The license was issued on 07/13/2007. 43 Days from the submission of the application to the Florida Medical Board.

Most applicants can expect a licensure time of 60 to 90 days for the State of Florida from the date the application is submitted. This

 
West Virginia Medical Board changes its' Rules Again 10/09/2007

NEW! 10/09/07- MedLicense.com has obtained a copy of the ruling letter which WV is sending out to its' Physicians which are applying to the West Virginia Medical Board under their Reciprocity Rules.  The West Virginia Medical Board has revised its' rules again concerning Physician applying to West Virginia whom have only taken the Puerto Rico Medical Examination.  May 2007, the Medical Board of West Virginia ruled that only applicants who had taken the examination in English would be eligible for licensure. As of September 2007, they are no longer accepting the Puerto Rico Medical Examination for those applicants who took the examination in English. The reason for this change according to the West Virginia Medical Board is that, "The examination offers both Spanish and English side by side". Because of this, all applicants who meet the English Requirement through the Puerto Rico Medical Exam and currently have pending applications will not be able to obtain the West Virginia Medical License. The ruling is retroactive to all pending applications.

 
State Medical Boards - Who is the Most Anti-Physician 11/02/2007
